Living on a lagoon has posed problems since the first settlers arrived 1600 years ago. The first homes were built on the island of Torcello, six miles to northeast of the city. It is an area dominated by a network of shallow tidal creeks and low lying salt marsh islands. Although these offered food and shelter the created a logistical problem.
